This program implements 29 C.F.R. §1910.119, the OSHA Standard Regulating Process Safety Management of Highly Hazardous Chemicals. It enables all those who may be affected, to be able to identify and understand the hazards posed by processes that involve chemicals. This program will help prevent the occurrence of, or minimize the consequences of, catastrophic releases by stating our policies and procedures for the management of process hazards in design, construction, start-up, operation, inspection, maintenance, and the other matters addressed in the OSHA standard.

Topics covered include:

  • Each process that involves a chemical at or above its specified threshold;
  • Each process that involves a flammable liquid or gas as defined in 29 F.R. §1910.1200(c), on site in one location, in a quantity of 10,000 pounds or more;
  • Hydrocarbon fuels used solely for workplace consumption as a fuel (e.g., propane used for comfort heating, gasoline for vehicle refueling), if such fuels are not a part of a process containing another highly hazardous chemical covered by the OSHA standard; and
  • Flammable liquids stored in atmospheric tanks or transferred which are kept below their normal boiling point without benefit of chilling or refrigeration.
